The following questions were received during the question period for the Carmichael Improvement District’s 2027 Security Services RFP. These responses are being provided to all prospective proposers.

1. Current contract and scope

Where can we obtain information regarding what the Carmichael Improvement District currently pays Sacramento Protective Services and what services the company provides?

The current agreement with Sacramento Protective Services is a public record and is attached below. The agreement contains the current pricing and scope of services.

Proposers should base their proposals on the requirements contained in the 2027 Security Services RFP rather than the current agreement. The 2027 scope includes one armed, uniformed officer equipped with a body camera and operating a marked, district-branded patrol vehicle; 12-hour daytime patrol from 7:00 a.m. to 7:00 p.m.; 24/7 response to calls within the PBID boundaries; reporting and analytics; issuance of 602 notices; attendance at designated CID meetings; and the other requirements identified in the RFP.

2. After-hours call volume

Could CID provide the approximate number of after-hours calls for service to which the current security provider responded during the most recent 12-month period?

CID’s monthly security reports for the most recent completed 12-month period are available for review here: https://drive.google.com/drive/folders/1mcmtSW9xeBOeT5WBT-Ww41IaMd0bptxp?usp=sharing. These reports contain the activity and call-for-service information maintained by the current security provider. Proposers may review the reports to better understand the District’s historical service activity.

Historical activity is provided for informational purposes only and does not guarantee future call volume. Proposers should develop their staffing and pricing based on the service requirements contained in the RFP.

3. Call categories

If available, could CID provide a breakdown of after-hours calls by type or category?

The monthly security reports available (https://drive.google.com/drive/folders/1mcmtSW9xeBOeT5WBT-Ww41IaMd0bptxp?usp=sharing) include the categories and descriptions used by the current security provider. CID does not maintain a separate categorical breakdown beyond the information contained in those reports.

4. Patrol vehicle

Our current dedicated CID patrol vehicle is a 2020 model and already features CID’s approved district branding. For the 2027 contract, will CID require it to be replaced with a newer vehicle, or may the existing vehicle remain in service based on its condition and current branding?

The RFP requires patrol vehicles to be no more than five years old. A 2020 model vehicle would not satisfy this requirement during the 2027 contract term and must be replaced with a compliant vehicle. Any vehicle used for the contract must also be marked, properly maintained, and branded for the Carmichael Improvement District as required by the RFP.

5. California DIR number

The Contractor Information form requests a California Department of Industrial Relations number. Because this solicitation is for security services rather than public works construction, may a proposer write “Not Applicable” in this field?

Yes. If the proposer is not required to register with the California Department of Industrial Relations for the services covered by this RFP, the proposer may enter “Not Applicable” in that field.

6. Sacramento County business licenses

Must the required Sacramento County General Business License and Special Business License be held when the proposal is submitted, or may the selected contractor obtain them after award but before the January 1, 2027 service start date?

The selected contractor must possess the required Sacramento County General Business License and Special Business License before beginning services on January 1, 2027. If these licenses are not held when the proposal is submitted, the proposer should disclose that fact and explain its plan and anticipated timeline for obtaining them.

Failure to obtain and provide evidence of all required licenses before the commencement of services may result in withdrawal of the award.

7. Umbrella/excess liability coverage

Must evidence of the required $4 million umbrella/excess liability coverage be included with the proposal, or may the selected contractor obtain and provide the required coverage before services begin?

Proposers should submit evidence of their existing insurance coverage with their proposals. If a proposer does not currently carry the full required umbrella/excess liability coverage, it should clearly disclose that fact and provide evidence of its ability to obtain the required coverage.

The selected contractor must provide certificates and required endorsements demonstrating full compliance with the RFP’s insurance requirements before services begin on January 1, 2027. Failure to secure the required coverage may result in withdrawal of the award.

8. Twenty-four-hour dispatch

Must the required 24-hour dispatch function be staffed directly by the security contractor’s employees, or is a qualified third-party live answering and dispatch service acceptable?

A qualified third-party live dispatch service may be proposed, provided it fully satisfies the RFP requirements. The service must offer a dedicated dispatch number with live coverage 24 hours a day, seven days a week, staffed by trained professional personnel in an environment appropriate for receiving sensitive calls.

The proposer must explain its dispatch structure, call documentation and retention procedures, escalation and communication protocols, and how calls will be immediately relayed to and acted upon by security personnel. The contractor will remain fully responsible for dispatch performance, confidentiality, responsiveness, and compliance with the contract. Any third-party dispatch provider must also be identified in the proposal as a subcontractor or service provider.

9. Comparable references

Are references from other commercial security assignments acceptable if a proposer does not have previous PBID or special-district security contracts?

Yes. Proposers must provide at least three references from contracts completed or performed within the past five years. The categories identified in the RFP (community group, public agency or public organization, and another current or former client) are preferred but are not mandatory.

References from comparable commercial security assignments will be accepted. Proposers should select references that most closely demonstrate their ability to perform a contract of similar size, complexity, service level, and scope. Relevant PBID or special-district experience remains part of the RFP’s evaluation criteria.
