New to the idea of a PBID?

This quick video offers an overview of Property and Business Improvement Districts and the daily results they deliver to Carmichael owners.

The Carmichael Improvement District (CID) is a Property-Business Improvement District (PBID) formed in 2016 by property owners in the Carmichael business corridor seeking services for their properties and business tenants above and beyond what is provided by the jurisdiction of the County of Sacramento.


The CID PBID was established with a 5 year term, and thus will need to be renewed by the end of 2021. The board of directors and a special steering committee made up of property owners and their representatives are working on that process now and are seeking the consensus of property owners on the makings of the next PBID.  We have heard the desire of many property owners outside our current boundaries who wish to be included in the district. We have an opportunity to expand those boundaries during our renewal process.

The CID has been in operation successfully for 4 years and we have seen huge changes here in Carmichael following the formation of the District. We have been able to provide 24/7-armed security response service with 12 hours of active patrol; utilizing security officers who can issue Notices of Trespass (commonly referred to as a “602”) on behalf of property and business owners. These security officers and our team here at the CID have also been effective with local law enforcement and community district attorneys – the PBID has proven to be a tool against loitering, illegal camping, trespassing, vandalism, and more.

 We also have provided maintenance services along Fair Oaks Blvd., Manzanita Avenue, Marconi and Cypress, keeping the sidewalks and public facing corridor clean and inviting. Our maintenance team has removed thousands of buckets of trash and other refuse. This goes hand-in-hand with other initiatives we have in the works, such as marketing street pole banners and public art – all designed to drive business and economic prosperity to Carmichael.
